[tex] \sqrt{( x_{2} -x_{1} )^2+( y_{2} -y_{1} )^2} [/tex]

and now substituting the your values:
 [tex]\sqrt{( 6-4 )^2+( 3-(-5) )^2}[/tex]

we get that the distance is=[tex]2 \sqrt{17} [/tex]
                                         =8.25(3 sig.fig)
