Assuming that (-3x + 4) and (2x + 7) are two legs of a rectangle, you can find the perimeter like this: P = 2*length + 2*width.

P = 2*(-3x + 4) + 2*(2x + 7)
P = -6x + 8 + 4x + 14
P = -2x + 22
