The vector is <-3,6>. This means that the vector is directed 3 units to the left and 6 units upward. The end point of the vector is in Quadrant II making an angle with positive x-axis greater than 90 degrees but less than 180. The measure of the angle can be determine using
tan θ = 6/-3
and solving for θ.
