Answer: The Virginia Plan was a proposal for a new system of government presented by the Virginia delegation during the Constitutional Convention of 1787. This plan, also known as the Randolph Plan, was primarily drafted by James Madison but presented by Edmund Randolph, the Governor of Virginia, to the convention on May 29, 1787.
