How to simplify equations with fractional exponents?

The general form for a term with fractional exponents is given as :

[tex]a^{ \frac{m}{n} }[/tex] which can be rewritten as [tex] (\sqrt[n]{a} )^m[/tex]

for example: [tex](x + 3)^ \frac{2}{3} =( \sqrt[3]{x+3})^2 [/tex]
