Molarity = Moles/Liter
We then set up this equation: (0.89 moles/1 liter) *x liters = 1.3 moles
Rearrange the equation:  (1 liter/0.89 moles) * 1.3 moles = 1.461 liters
Convert liters to milliliters: 1.461L *(1000ml/1L) = 1460.7 ml
