Some answers include:
-The Freedmen Bureau was underfunded and therefore cut short and this left a lot of the freed slaves without education.
-The Black Codes that were enforced were to continue slavery secretly even up until today.
-And Jim Crow Laws were enacted in order to keep slavery in place.
So the Reconstruction was only to fix half of the wall.
